The user begins with a flower sticks pack, snaps it open, and inserts it into the pack holder, positioning the open lid of the pack to slide through a slot in the holder so the flower sticks can be exposed in the filling position. The user deposits natural consumables within a reservoir of the pack holder, uses an attached flower flicker to maneuver the material into the tamping tubes, and pushes the material into the flower sticks using the tamper.
