A computing device associated with the vehicle executes computer-executable instructions to determine an identity of a user seeking to operate the vehicle and whether an insurance policy associated with the vehicle covers operation of the vehicle by the user. Responsive to a determination that the user is not associated with the insurance policy covering the use of the vehicle, operation of the vehicle by the user is enabled in response to a further determination that the user is covered by an existing insurance policy associated with the user that provides coverage for the operation of the vehicle by the user and an on-demand insurance policy secured by the user that provides coverage for the operation of the vehicle by the user.

In an illustrative embodiment, a system includes a vehicle data system operably coupled with at least one sensor aboard a vehicle to collect vehicle driving data representing driving conduct. A portable data collection module is configured to cause a portable computing system transportable aboard a vehicle to collect portable driving data representing the driving conduct. An evaluation system is configured to receive the portable driving data and the vehicle driving data, assign a risk level to at least one event included in the vehicle driving data, and correlate the vehicle driving data with the portable driving data to identify a pattern in the portable driving data that is associable with the risk level.

A driving data processing system is configured to receive the driving data from the driving data monitor and assign a driving score based on the driving data. The driving data processor determines if the driving score qualifies for a driving insurance offer from an insurance provider.     Abstract: This invention relates to the treatment of contaminated materials including soils and solids to stabilize and reduce the mobility of heavy metal contaminated materials. Compositions and processes are disclosed for encapsulating and/or complexing certain heavy metals to render waste non-hazardous. Preferred treatment compositions include mixtures of monoammonium phosphate and bed ash which includes among other components, lime. The bed ash typically comprises lime, silicon dioxide, aluminum oxide, sulfur, and may comprise additional components such as, for example, magnesium oxide, and iron oxide. Processes are disclosed for using the treatment compositions at various application amounts, including relatively low application amounts, such as an amount of 5% by weight, to treat waste such as heavy metal contaminated soil to reduce the levels of certain heavy metals, and, in particular barium, to acceptable limits.
