A request is received from a user of a security device to submit an identified video clip as video evidence to an agency, and the identified video clip and corresponding metadata is retrieved from a database of video clips. Additional information about content of the video clip is interactively collected from the owner and a digital signature is received from the owner. A video evidence file is generated to include the content of the identified video clip, information regarding capture of the video clip based upon the metadata, the additional information, and the digital signature. The video evidence file is then communicated to the agency.

Each scaled sub-picture is stored in a display buffer but is not displayed until the entire MPEG video stream is decoded.
