A waste receptacle is temporarily retainable to the waste receptacle transfer means and transferrable by the waste receptacle transfer means from the first position to the second position to spill contents of the waste receptacle into the waste bin at the emptying site and back to the first position. A first receiver is associated with the first position for receiving a signal generated by the waste receptacle at a first moment in time when the waste receptacle transfer means is in the first position and at a second moment in time when the waste receptacle transfer means has returned to the first position from second position.

A return data signal having a value designating an account status associated with the waste receptacle is transmitted from the external site; triggering automatic physical movement of the waste receptacle based on the value received from the external site. Another signal is received from the waste receptacle outfitted with a signal generating means at a second location. The signal is transmitted from the second location to the data link. A second data signal is transmitted to the external site.

Said inner and outer sleeves further cooperatively provide a close interfitting engagement between a smooth cylindrical surface on one sleeve and a plurality of spaced circumferential ribs on the other sleeve to provide spaced apart pressure sealing zones whereby the pressure of any escaping exhaust gases are reduced by stepped gradients.
