    Abstract: Methods are provided for controlling fugitive dust emissions from a variety of granular or particulate solids materials such as coal dust. A first treatment of cationic polymer or cationic copolymer is applied to the dust. The dust is then loaded onto an open bed rail car or the like. A topping treatment comprising an aqueous dilute polymer solution or polymer latex emulsion or dispersion is applied to the exposed coal layer in the rail car.

    Abstract: Methods and compositions for treating coal are provided. A nitroxyl radical compound is added to the coal in order to inhibit coal autooxidation. Additionally, the nitroxyl radical compound can be conjointly used with conventional dust control agents, in order to suppress fugitive coal dust dissemination. In those cases in which foamed treatment is desired to treat coal dust, the nitroxyl radical compound can be conjointly used in the foamable compositions, along with a variety of foam building surfactants such as the amphoteric, nonionic and anionic surfactants.

In particular the composition is a coating composition comprises: (A) at least one polyamidoamine-epihalohydrin resin; and (B) at least one material selected from flexibilizing materials, crosslink inhibiters and combinations thereof in an amount sufficient to impart a cuttability value of less than about 15 to a substrate coated with the coating composition. Component (B) is preferably at least one polymer comprising repeating units derived from an alkyl halide having at least one double bond and an alkene, such as ethylene vinyl chloride.
