By comparing graphical representations of spectrum availability to desired spectrum, available spectrum use rights of holders may be matched to the desired spectrum of users. Time may provide an additional dimensional aspect to the map. A user may display the spectrum allocation map for a single instant in time, or view a dynamic map that displays the changing spectrum allocation over a time range. A user may also employ search criteria to filter the map display of spectrum allocation information by a specific frequency range, holder/licensee name, channel block, time window, lease or license expiration data, and other criteria.

    Abstract: A system and methods are provided by which a spectrum holder may employ a graphical user interface to generate a spectrum rights offering. A holder may begin by selecting spectrum from which spectrum rights are to be offered. The holder may specify at least one partitioning parameter to partition the selected spectrum by geographic unit, such as county, zip code, etc. The spectrum holder may then identify an offering area by selecting one or more geographic areas corresponding to the geographic unit of the partitioning parameter. The spectrum holder may define various details or parameters for the offering, such as, for example, offering type, applicable dates associated with the offering, and usage restrictions. After the offering details are defined, the holder may price the offering based on a variety of pricing options, such as a set price, price per population, price per area, price per megahertz, and others.
