In a second case, the base station transmits to the first terminal, second assignment information that indicates radio resources in the first range and a second range assigned to the terminal-to-terminal communication. The first terminal uses the radio resources in the first range indicated by the second assignment information and transmits to the second terminal, control information that indicates the radio resources in the second range and transmits/receives signals to/from the second terminal by using the radio resources in the second range.
