    Abstract: An encoding apparatus according to an embodiment includes a specifying unit, a first encoder and a second encoder. The second encoder generates standard encoded data obtained by encoding a second original image signal serving as the original image signal other than the first original image signal by the inter-frame prediction based on the base image encoded data.
