The temporary RBS (140) is positioned in or adjacent to the targeted RBS (120), and transmits on a frequency in the candidate list of the targeted RBS (120). The transmissions are at such a power level that the traffic of the targeted RBS (120) is transferred to the temporary RBS (140).
