The apparatus includes a controller configured to change an operational state of a movable wireless network from a first operational state to a second operational state by changing a system code of the movable wireless network to be consistent with a second system code of a second wireless network, responsive to detection of the network event by the detector. The first operational state corresponds to independent operation of the movable wireless network and the second wireless network. The second operational state corresponds to coordinated operation of the movable wireless network and the second wireless network. The system code may include at least one of a legal entity license code and a country jurisdiction code. The system code may include at least one of a mobile country code and a mobile network code.
