Operations of a control station which controls a Base Station (BS) includes, when receiving a handover request message that includes a special BSID allocated for reuse as a target BSID, from other control station, sending a handover response message to the other control station; when receiving a handover complete message from a lower BS, determining whether the lower BS uses the special BSID; and sending a handover complete message comprising the special BSID to the other control station.
