Abstract: Systems, devices, and methods are described for scheduling radio frequency spectrum at a base station for one or more user equipment. A method may include receiving, at a base station of a radio-frequency communication network, a message from a user equipment. The message may include a transmission utilizing unlicensed spectrum or shared spectrum. The method may also include determining, based on the message, a degree of interference. The method may also include determining, based on the degree of interference, whether to service the user equipment using the unlicensed spectrum or shared spectrum.
