Abstract: The present invention provides a paper buffering packaging layer and packaging paper, wherein the paper buffering packaging layer comprises a base layer, and a plurality of buffer packages and a plurality of air chambers formed in the buffer packages, wherein the plurality of buffer packages are formed on the base layer, the air chambers are formed on the inner side of the buffer packages, the buffer package includes a bottom portion and a top portion integrally extending outward from the bottom portion, the bottom portion of the buffer package integrally extending upward from the base layer to the top portion of the buffer package, wherein the buffer package is further provided with at least one rib groove, and the at least one rib groove is formed on the surface of the buffer package.
