A negative electrode plate made of thin metallic foil is fed toward the winding core as being held around the circumferential surface of a tape suction drum that is rotatably supported. A rotary hollow cylindrical drum coaxially and fixedly mounted on the center shaft and has a rotary head fixedly mounted at an outer peripheral surface thereof.
