    Abstract: Various methods for managing carrier measurements are provided. One example method includes capturing a secondary carrier intra-frequency measurement for a secondary carrier frequency and determining that the secondary carrier measurement satisfies secondary carrier event criteria. The secondary carrier event criteria may be derived from an anchor carrier measurement parameter. The example method may also include generating a measurement report in response to the captured secondary carrier intra-frequency measurement satisfying the secondary carrier event criteria. The measurement report message may include an event identifier associated with the satisfied event criteria. Similar and related example methods and example apparatuses are also provided.

From a UE perspective, the method may cause information to be provided regarding a detected cell that is not on a neighbor list and that operates at a non-used frequency and may thereafter receive a message adding the detected cell to the neighbor list.

    Abstract: A method, apparatus and computer program product are provided to determine if a measurement event is satisfied by one or more detected cells and to correspondingly advise the network to facilitate consideration of whether a handover or cell reselection procedure is desired. The network may, in turn, determine whether the detected cell(s) that satisfied the measurement event are appropriate to be considered in conjunction with a handover or cell reselection procedure, such as by being in the same public land mobile network (PLMN) as opposed to being in a different PLMN and/or cells that are barred or reserved for operator use. Thus, the network may take advantage of opportunities for handover or cell reselection offered by a detected cell, while still insuring that handover or cell reselection procedures remain limited to cells that are appropriate.

At least one measured result of each of the first CSG cell and a second CSG cell is measured and the virtual active set is updated by replacing the first CSG cell with the second CSG cell in response to at least one measured result of the second CSG cell having a predefined relationship to the at least one measured result of the first CSG cell for a time to trigger. In regards to updating the virtual active set, the first CSG cell may be replaced with the second CSG cell in response to the at least one measured result of the second CSG cell having a predefined relationship to the at least one measured result of the first CSG cell by at least a predetermined amount for the time to trigger.

The method determines that a monitored cell that is on the neighbor list or a detected cell that is not on the neighbor list satisfies predetermined criteria defining an event. The method also causes information to be provided regarding the monitored cell or detected cell in response to the event, and then receives a message adding the detected cell to the neighbor list or removing the monitored cell from the neighbor list. Once a detected cell is added to the neighbor list, the method may use the detected cell to determine a frequency quality estimate, use the detected cell for inter-frequency measurements or consider the detected cell for inclusion in a virtual active set.
