Abstract: A plasma-based processing method includes depositing a transition metal dichalcogenide (TMDC) material onto a substrate. The TMDC material is plasma treated in an oxygen containing ambient to oxidize the TMDC material to form oxidized dielectric TMDC material. The oxidized dielectric TMDC material has a higher electrical resistivity as compared an electrical resistivity of the TMDC material before the plasma treating, typically >103 times greater.

Abstract: Apparatus, and an associated method for facilitating paging of an access terminal operable in a radio communication system. A plurality of random numbers are generated. And, for each of the random numbers, a hash value is created by applying the random number to a hash function. The hash values identify bit locations of a paging message. When the paging message is formed, bit locations associated with the hash values are populated with bit values are populated with bit values that identify whether the access terminal is being paged. And, the access terminal checks the bit values at the bit locations associated with the hash values to determine whether the access terminal is being paged.

Abstract: A method and apparatus for automatically sending a data message from a mobile device to at least one recipient during or soon after an emergency voice call, the method having the steps of: determining whether the data message can be sent over the network during the emergency voice call, and if yes, creating and sending the data message; and if no, waiting until either the mobile device connects to a new network, wherein the method proceeds back to said determining step, or until the voice call has ended and then creating and sending the data message.

Abstract: A method and apparatus to restore always on connectivity to user equipment, the method having the steps of: monitoring whether the user equipment has transitioned to a network that supports concurrent voice and data; performing, upon the monitoring step detecting the transition, a routing area update; checking whether the user equipment was in a voice call at the time of the transition, and if yes, sending a data packet to the network.

The opening and closing of the communication sessions are independent of one another. Opening of one session does not require opening of another of the sessions. And, closing of one of the sessions does not require closing of the other of the sessions.

Abstract: Methods and apparatus for expeditiously releasing network resources for a mobile station based on low battery and lost signal conditions are disclosed. The wireless network (104) receives a power down warning message from the mobile station (102) indicative of a low battery condition. The wireless network (104) then identifies whether a lost signal condition exists with the mobile station (102). In response to receiving the power down warning message and subsequently identifying the lost signal condition, the wireless network (104) causes network resources for the mobile station to be released. The wireless network (104) infers that the mobile station (102) has powered down due to low battery without enough time to send a power down registration to the wireless network (104).

Abstract: A method and system for improved buffering during a flow control event, the system comprising: a mobile station having a mobile timer; a radio network communicating wirelessly with the mobile station and including: a base station; and a packet control function (PCF) capable of interrupting the flow of data to the wireless device during the flow control event; a packet data serving node (PDSN) communicating with the PCF and having a buffer to store data received for the mobile station during the flow control event, the buffer having a buffer timer; and a push function communicating with the PDSN and having a retry timer to indicate when to resend an unacknowledged packet; wherein the system coordinates the buffer timer with either the mobile timer or the retry timer to eliminate redundant messages.

Abstract: One illustrative method of controlling wireless network resources for data sessions involves the steps of identifying IP address usage for mobile stations operating in a wireless communication network and causing a data inactivity timer of a data session for a mobile station to be set to an initial value that depends on the IP address usage. The data inactivity timer is set to a relatively large value when the IP address usage is low, but to a relatively small value when the IP address usage is high in order to expeditiously release underutilized network resources. The data session may be Point-to-Point Protocol (PPP) session for which an IP address is dynamically-assigned to the mobile station.
