    Abstract: Systems and methods are provided that may reduce the battery consumption footprint of a user equipment (UE) in a communications network, such as an LTE network, as well as reduce over the air signaling over the LTE network, and reduce call set-up latency for circuit switched fallback (CSFB) calls. When Idle Mode Signaling Reduction (ISR) is active in the communications network, and when the coverage area of the communications network, such as the LTE network, overlaps with the coverage area of one or more legacy radio access technology (RAT) networks, such as 2G and 3G networks, a module within the UE allows the UE to directly establish a CSFB call over one of the legacy RAT networks instead of initially servicing the CSFB call over the LTE network.
