    Abstract: Immediately before transmitting a packet signal, a packet transmission base station (BS1) increases a target ISR of UL DPCH (S12), increases the TPC transmission power transmitted by the DPCH (S13), increases a power balancing reference power, and increases a DL DPCH transmission power (S14). In a mobile station (MS3), during packet reception, only a packet transmission base station (1) controls the UL DPCH transmission power (S15). This improves the reception quality at the base station (1) of HS-DPCCH including ACK/NACK and reduces the error ratio of the ACK/NACK signal.

    Abstract: The invention provides a radio base station which can achieve high throughput while attaining the target quality for each mobile station and fairly assigning a transmission opportunity. In the radio base station, when a mobile station selection unit is notified at a fixed period of time by a data flow control unit with respect to a mobile station which has data to be transmitted, the unit selects a plurality of mobile stations which don't achieve the service quality. The plurality of mobile stations selected by the mobile station selection unit are input into a PF scheduler. From these mobile stations, a mobile station to which a transmission opportunity is assigned, is determined. A mobile station notification unit assigns a transmission opportunity to the mobile station determined by the PF scheduler.

The base station notifies the mobile station of a packet transmission by transmitting a control data including a data necessary to receive the packet, earlier than the packet transmission by a predetermined time. The mobile station is configured to receive the control data and the packet when being set to the active state, and is configured to not receive the control data and the packet when being set to the suspended state.

A mobile station selection unit issues a request for a metric notification to a metric notification unit corresponding to a mobile station notified by a data flow control unit, and receives metrics. The metric notification unit periodically receives radio channel quality information from a channel quality notification unit of an uplink signal analysis unit, obtains through a rank calculation unit the rank at the time when the channel quality is preferably arranged in a channel quality buffer according to the radio channel quality information, and notifies the mobile station selection unit of the result as metrics. The mobile station selection unit selects a mobile station having the smallest metrics notified by the metric notification unit, assigns radio resources to the mobile station, and notifies the data flow control unit of the assignment.
