    Abstract: A temperature and humidity control apparatus includes a humidity control section for controlling humidity when a flow rate of a low temperature fluid in a cooling dehumidifier composed of a heat exchanger is determined; a heater control section for controlling temperature when a flow rate of a high temperature fluid in a heater; and a predicting device for predicting an amount of temperature change caused by an operation of the cooling dehumidifier. The amount of predicted temperature change is canceled when the flow rate of the high temperature fluid in the heater is determined in the heater control section, and the flow rate of the high temperature fluid in the heater is determined so that the setting temperature can be realized.
