Using the department goals, departments then set department action items. The department action items then become individual goals. The individuals then use the goals to set individual action items. The corporation can track progress by tracking progress made towards the individual action items. The individual action items are aggregated to (at least partially) produce the department scorecard. Department scorecards can then be aggregated to (at least partially) produce the corporate scorecard.
