    Abstract: A single, simple but multi-moded protocol for implementation on different data transportation Low Earth Orbit (LEO) systems uses a Doppler-Based Multiple Access (DBMA) system to assign transmission times for responding transceivers. The Doppler frequency shift observed at the transceivers is used to control transmissions from them such that the system is at its maximum capacity limit at all times.
