A bush is projected out of an outer side surface of an inner plate by a predetermined amount and an end surface of a bush being projected is brought into contact with an inner side surface of the outer plate to form a predetermined gap between the outer side surface of the inner plate and the inner side surface of the outer plate. The predetermined gap is within a range of 7 to 18[%] of the distance between the inner side surfaces of the pair of outer plates.
