The group of binder particles has a number-based particle size distribution. The particle size distribution satisfies the following conditions: “0.19?X?0.26”, “0.69?Y?0.76”, and “0?Z?0.05”. Here, “X” represents a frequency of particles each having a particle size of less than or equal to 40 ?m. “Y” indicates a frequency of particles each having a particle size of more than 40 ?m and less than or equal to 110 ?m. “Z” indicates a frequency of particles each having a particle size of more than 110 ?m and less than or equal to 250 ?m.

A mask to form a pedestal block on which a light emitting device is mounted is patterned after high-temperature annealing. Thus, there is no influence on the mask, even if the device undergoes the heat treatment at a high temperature during the manufacturing process. This enables formation of the pedestal block with high accuracy. Therefore, it is possible to achieve an optical coupling with high accuracy in mounting a light emitting device on the pedestal block.
