There is disclosed a method for controlling a selection of a RAT for traffic flow of a user terminal comprising the steps of receiving information on a user plane of a serving RAT; using the received information to determine a characteristic indicative of an expected quality for a connection between the user terminal and a candidate cell of a candidate RAT; comparing the user terminal's connection quality on a serving cell of the serving RAT to the characteristic indicative of the expected quality for a connection between the user terminal and the candidate cell of the candidate RAT; and determining on the basis of the comparison whether the user terminal should change its traffic flow to the candidate cell of the candidate RAT or maintain its traffic flow on the serving cell of the serving RAT.

    Abstract: Methods and apparatus are provided for management, control and optimisation of a telecommunications network based on user experience policies that define user experience for one or more service(s) provided over a telecommunications network including one or more network nodes. The methods and apparatus make user experience measurements in the telecommunications network to ensure that the user experience policies are being met for user equipment and corresponding users in the network that use the one or more service(s). The methods and apparatus automatically changes certain parameters or adjusts the one or more network nodes in the network using one or more network performance mechanisms if the user experience policies associated with one or more users are not being met. The network continues to monitor the user experience measurements and, if necessary, change or adjust the network node(s), to ensure that user experience policies continue to be met.
