Each second panel has opposing edges and a bottom edge that are coupled to a front of the first panel to define a plurality of pouches. A top of each pouch is configured to insert a respective document, such as a driver's license, proof-of-insurance, vehicle registration, and other permits, into the pouch. The pouch is readily repositioned from the visor of the vehicle to an edge of the driver's window in event the driver is pulled over by the law enforcement officer.
