The oxidation of the wastewater is monitored and the wastewater is either re-used or discharged when the oxidation amount has dropped to a predetermined level. In a second embodiment, the wastewater is pre-treated by aeration. This causes contaminates to float on the surface of the wastewater and the contaminates are removed by skimming or decanting.
