    Abstract: A method for managing an attempted connection between a home base station (HBS) and a device not registered with the HBS is provided. The method includes transferring the connection when the attempted connection can be transferred to a traditional base station. When the attempted connection cannot be transferred to a traditional base station, it is determined whether a portion of the resources of the HBS can be used by the device not registered with the HBS. When a portion of the resources can be used, the portion is used. When a portion of the resources cannot be used, the attempted connection is not completed.

The controller is configured to send the current location of the cell site to a cell site manager, receive cell site identification data for existing macrocells and virtual macrocells from the cell site manager, and selects candidate macrocells based on a selection algorithm until one is validated by the switching center. Datafill information associated with the validated macrocell to create datafill entries for the cell site.

The femtocell management system determines a list of carriers available per a technology type, without operator action, on per county basis using the county carrier information, Macro database information and resource configuration table. The femtocell management system transmits the list of carriers available per a technology type to the femtocell base station and list of common carriers used by Macro base stations on a county level. The femtocell base station can receive this information and can select an operation carrier from the list of carriers available per a technology type on a county level. The femtocell base station also can use the list of carriers to determine locally available carriers. If no available carriers exist, the femtocell base station can select an operation carrier based on common carriers used by Overlay Macro base stations.

    Abstract: A method for reducing a failure of a handoff to a home base station (HBS) is provided. The method includes a user device promoting initiating a handoff request. Responsive to receiving the handoff request from the user device, a mobile switching center (MSC) requests a hub HBS for the user device to sense whether the user device is in range to communicate with the hub HBS. The MSC completes the handoff when the hub HBS senses that the user device is in range and prevents the handoff when the hub HBS does not sense that the user device is in range.
