The director refers to the situation information in accordance with the subject detecting data from the subject detecting sensor to confirm the cooperating sensors cooperating with the subject detecting sensor and directs change of a data transmission frequency to the subject detecting sensor and the cooperating sensors. Thus, it is possible to acquire only the needed sensor data and decrease the traffic on the entire network.
