The re-calculation unit obtains a re-calculation deciding value which represents a ratio between a total number of the halftone dots in a neighboring area and the number of the halftone dots having a similarity of feature being smaller than a predetermined threshold value in the neighboring area. The re-calculation deciding unit decides whether the threshold value should be changed in order to decide necessity of change of the number of dots based on the re-calculation deciding value.
