    Abstract: Systems and methods are disclosed for de-prioritizing an LTE anchor cell based on NR cell measurements. A UE may register on a first cell of a first Radio Access Technology (RAT), process a configuration message from a network prioritizing an anchor band of the first RAT, perform a first cell reselection from the first cell to a second cell of the first RAT that is in the anchor band, and perform cell measurements on one or more cells of a second RAT. In response to determining that none of the cell measurements for the one or more cells of the second RAT exceeds a threshold, the UE de-prioritizes the second cell in ranked cell prioritization data and performs a second cell reselection from the second cell of the first RAT to another cell of the first RAT based on the ranked cell prioritization data.

    Abstract: A device, system, and method improve a call setup time. The method is performed at a device configured to establish first and second network connections where the second network performs circuit switched voice calls. The method includes receiving a call input to perform a call and determining whether the device is registered with a first feature to perform the call based on an Internet Protocol (IP). When the device is registered with the first feature, the method includes determining whether timeouts for attempting previous IP calls is greater than a threshold. When the timeouts are at least the threshold, the method includes deregistering from the first feature and performing a circuit switched fallback (CSFB) procedure including a handover from the first network to the second network. The method includes performing the call as a circuit switched call.

    Abstract: Techniques are disclosed relating to a mobile device blacklisting certain wireless cells. The device may refrain from considering blacklisted cells for cell operations such as reselection and handover. The device may blacklist cells that fail selection criteria or system information decoding. In some embodiments, the device is configured to manage inclusion of cells on the blacklist based on whether the cells are part of a home network (e.g., an HPLMN) for the mobile device. The device may delete cells that are part of the home network from the blacklist after an out-of-service event or may refrain from adding cells from the home network to the blacklist after certain failures, for example. In various embodiments the disclosed techniques may avoid blacklisting desirable cells in certain scenarios while still enabling blacklist functionality. This may improve wireless performance and battery life, for example.
