The device consists of a pair of pivotally interconnected jaw like members which defines claw-like structure which is configured to securely, yet slidably engage the rail of a railway track. A locking arm including a pair of alignable apertures defines a bore which receives a karabiner, which is turn connected to a worker's safety belt or tether.
