The fluid flow regulator includes a toroidal inflatable member mounted on a cylindrical annular mount which attaches to a flow-through pipe. The fluid flow regulator also includes a fluid flow control valve within the inner portion of the toroidal inflatable member which can be opened and closed to control the flow of fluid from the reservoir through the conduit.
