    Abstract: Attempted utilization (by a user equipment unit which subscribes to its subscription operator network) of a restricted cell is precluded or rejected by an auxiliary operator's network, the restricted cell being any cell of the auxiliary operator network for which a subscription operator network has a competing cell. The rejected attempted utilization can be one of (1) handover to the restricted cell, and (2) cell/URA updating by the user equipment unit via the restricted cell. Further, preclusion of attempted utilization of the restricted cell occurs when the user equipment unit attempts cell reselection.
