    Abstract: An apparatus and a method providing fair bandwidth sharing by adjusting video image quality in a data packet network comprises a network load detection means for detecting a network load and a video encoding control circuit. The network load has an uncongested state, a loaded state, and a congested state. The video encoding control circuit adjusts a video quality to a target video quality, by increasing the video quality when the network load is in the uncongested state and decreasing the video quality when the network load is in the congested state. The video quality is determined as a peak mean squared error between an uncompressed image and a corresponding decoded image. The network load is detected by using a forward explicit congestion notification bit.

    Abstract: A method and system provide for adaptive coding for transporting of compressed video data. The method and system include techniques for predicting the rate which an encoder needs to be able to supply video to a network. The method and system also include the network receiving the demand rate and calculating an allocation rate which is ultimately fed back to the video source setting an explicit rate for the transporting of compressed video. Furthermore, it includes the adaptation of the encoding rate at the video source in accordance with the explicit rate allocated by the network in response to the demand.

    Abstract: A virtual circuit rerouting method and apparatus provide for rerouting virtual circuits in an ATM-based network having mobile devices. Included are protocols for ensuring hand-off of the mobile device from a first basestation to a second basestation, identification of a rebuild switch and connection of the mobile device to the rebuild switch prior to data being transferred from the mobile device to the network. The rerouting method minimizes loss of data by ensuring that the mobile device is incapable of transferring data to the network before the virtual circuit rerouting procedure is completed. The method includes an aggregate registration request, or 3-phase handshake, and a "Connect Confirm" command. The virtual circuit rerouting protocols are further adapted to operate on most common virtual circuit rerouting strategies, including rebuild, partial rebuild and extension with loop removal.
