Abstract: A drug, biologic or medical device evaluation software tool for determining optimized research, development and commercialization pathways. The method comprises a) providing comparative clinical trial, value proposition and marketplace success predictors as metrics from a selected range of therapeutically relevant marketplace competitors anticipated at the time of the launch of the new product to a computer device b) assigning comparative benefit and risk scores to the product in research and development relative to these competitors c) incorporating specific feedback from physicians, health plans, healthcare service providers and payers to validate these scores d) offering scenario planning on multiple research, development and marketing options based on theoretical benefit and risk alternative scoring, and refined through various metric weighting and apportioning functions within the tool.

Abstract: An evaluative software tool to support the assessment of health care-related technologies during development to facilitate making critical decisions for an optimized research, development and commercialization plan is provided. The software tool includes the ability to measure, weight, and integrate the critical factors that come into play in the development of a risk/benefit profile of a technology relative to its competitors, benchmarked around clinical trial measures, in order to determine its development and commercialization success.

Abstract: An IC card used for linking components of a health care transaction to results from a biomarker measurement, test or procedure, including an algorithmic-real time calculation of optimized therapy choice(s) is provided. The on-card, dynamic processing capabilities of the card can facilitate payment, selection and/or reimbursement authorization of drug, biologic or medical devices as a result of biomarker findings in order to optimize benefits and/or mitigate the risks of therapy. The card may be employed for risk mitigation strategies by coding for safety biomarker results that trigger immediate point-of-dispensation re-evaluation or discontinuation of product.
