    Abstract: Systems and methods of the present disclosure include plural non-zero Orbital Angular Momentum (OAM) quantum particles utilized to generate a toroidal (and, in aspects super-twised) intensity of Electro-Magnetic (EM) field radiation that is delocalized in space and spans the whole toroid with zero or near-zero amplitude at its center are tuned (e.g., varied) in diameter to enable perturbation, e.g., stimulation, of a target at a target plane (or planes) with, for example, effective depolarization and activation of the target while inhibiting the establishment of spurious and damaging focal regions of the quantum particles' intensity.
