    Abstract: An elongate body having a longitudinal axis oriented transverse to fluid flow. The body is disposed within the viscous sublayer of the turbulent boundary layer flow across a wall, the body having a plane of symmetry passing through the longitudinal axis of the body and normal to the wall. Torsional springs support the body for deflections about the longitudinal axis and deflections are measured. The angular deflections about the longitudinal axis are substantially linearly related to shear stress on the wall.
