    Abstract: The system and method to allow a cellular enabled device that lacks two-way satellite communication to receive incoming calls over a satellite network where the mobile terminating call is initially addressed to the cellular mobile phone number. In one embodiment, the system and method allows the cellular device to appear as a device roaming on a satellite network or sub-network. In another embodiment, the system places a call forward request to a satellite enabled device, where the call forward request is transparent to the user.

Each of the user terminals is equipped to initiate or receive or terminate packet data messages. Each of said user terminals is handed off from one beam of a satellite to another beam of said satellite. The hand off is predicated on signal strength determined at said plurality of user terminals.
