    Abstract: Methods, apparatuses, and systems are disclosed for enhancing timing relationships in non-terrestrial networks (NTNs), e.g., by managing timing offset values and intelligently handling reporting failure relating to timing information reporting. To accommodate increased propagation delay in NTNs, a user equipment (UE) may supplement its timing advance (TA) value with component values representing roundtrip times to the satellite. The UE may maintain both open-loop and closed-loop portions of the TA value, and may report the TA value, or components thereof, to the network for timing synchronization. Methods and systems are also disclosed for failure handling in this reporting process.

    Abstract: A UE may perform a location-based conditional handover (CHO) based on a region information and size parameter associated with a serving cell of a non-terrestrial network (NTN). In time-based CHO, the UE may perform CHO in response to expiration of a network-configured wait time. Alternatively, the UE may perform CHO by randomly selecting a wait time from a network configured time range. The selection may be randomized using a network provided seed or using a cell Radio Network Temporary Identifier (RNTI) value. In elevation-based CHO, the UE may perform CHO in response to the elevation angle of a satellite being less than a network configured threshold. When the UE is configured with multiple cells of the NTN, and the CHO criteria for two or more of the cells are satisfied, the UE may select a target cell for CHO based on network indicated prioritization of the cells.

    Abstract: Systems and methods for adaptive access and handover configuration based on historical data are provided. Access and handover decisions are optimized in a multiple radio access technology environment using historical data associated with network performance. Future needs for access and handovers are predicted using historical data associated with the user and historical data associated with network performance. Performance metrics are received periodically or continuously from nodes in one or more networks at a centralized controller. The centralized multi RAT controller correlates these performance metrics and determines predicted handovers for a user device. Preparations for the predicted handovers can then be made prior to the handover event.
