    Abstract: A system and method for providing loans to third parties based on the third parties' request to obtain funding for professional services includes loan financing that replaces a vast and existing market of underwritten unsecured debt. The system provides an amount of secured debt issued on repeatable underwriting standards and converts the debt to collateralized debt obligations which may be arranged in packages as transferable financial instruments that may be purchased by investors. The loans to the third parties may be provided with associated default risks depending in part on whether a security interest is taken by the lender. Further, the payments made to the professional service provider may be discounted based at least in part on when the payment is made by the lender to the professional service provider.

    Abstract: Provided are DNA microarray techniques that allow hybridization without RNA amplification, without using cDNA, and without labeling the nucleic acid prior to hybridization. Referred to as the Double-stranded Exonuclease Protection (DEP) assay, the technique permits the sample RNA to be used directly for hybridization, without manipulation in any way. Further provided is a microarray technique for high-throughput miRNA gene expression analyses, termed the RNA-primed, Array-based, Klenow Enzyme (RAKE) assay. The RAKE assay is a sensitive and specific technique for assessing single-stranded DNA and RNA targets, and offers specific advantages over Northern blots.

    Abstract: An improved inter-frequency handoff trigger in a wireless communication system is disclosed. In an embodiment of the invention, a particular mobile station transmits a pilot strength measurement message to the base station. The base station subsequently determines the strongest border pilot and the strongest interior pilot. The base station evaluates whether the border sector is stronger than the interior sector. If the border sector is stronger than the interior sector, this would indicate that the mobile station is out of the coverage area of the interior pilot. The base station subsequently determines the transmitted pilot energy to total transmit power of the pilot signal associated with the border pilot.
