The device includes at least two bands, one band to be worn by an individual being monitored, the second band to be worn by the individual performing the monitoring of the individual wearing the first band. The bands include corresponding indicia, such as color. One band is preferably made from a reflective material. The method includes the monitoring and monitored individuals wearing bands and comparing the identification on the bands to correlate the individuals.
