Abstract: The invention provides oil-in-water nanoemulsions comprising as a primary surfactant a ternary system comprising at least one of each of an anionic surfactant, a bridging surfactant, and a cationic surfactant, preferably in a ratio of 1:≧1:≦1, with an overall substantially neutral charge. The nanoemulsions of the invention may be translucent or transparent, and provide a substantive and water-resistant vehicle for application of cosmetic, skin care or pharmaceutical products to skin and hair.
