An initiation condition creation subroutine defines an initiation action that is self-executing upon a determination by an initiation evaluation routine that an initiation criteria has been met. The distribution condition generation routine defines a first distribution condition data including a first distribution action that is self-executing when the first distribution criteria has been met.

A condition evaluation engine for coordinating evaluation of the conditions may include a tier allocation routine that selects a first evaluation tier, generates an evaluation query, and upon receipt of a determination value, selects a second evaluation tier for re-evaluation and/or performs one or more response actions.
