The instrument includes a first end capable of being received within an acetabular cup and a cutting element pivotally attached. Cutting motion is provided to the instrument by a powered handpiece, so that the cutting element is capable of cutting a bone surface adjacent to an outer surface of the acetabular cup when the first end is within the acetabular cup.
