The device includes a support pole and a housing mounted on the support pole. The housing is adapted to removably receive and hold a plurality of signal panels in position to be readily visually observed. The panels are interchangeable and have predetermined indicia thereon to enable the selection of a particular pattern to be observed while in the housing as a visual signal.
