Abstract: A system for congestion control in a mobile communications network includes a monitoring module configured to monitor message traffic associated with a cell in a mobile communications network. The message traffic includes control plane and user plane messages. The monitoring module determines, based on the message traffic, whether a predetermined congestion threshold associated with the cell in the mobile communications network has been crossed. In response to the threshold being crossed, the monitoring module generates a cell congestion notification message that includes the identity of subscribers that are contributing to the congestion. A policy server receives the cell congestion notification message and generates a PCC rule that modifies the policy of the one or more identified subscribers and for communicating the PCC rule to a PCEF.

According to one aspect, a method for monitoring communications in a mobile networking environment by a core network probe-based monitoring system includes detecting, by an agent residing on a mobile communication device, a quality of service or customer experience triggering event; responding to the event by generating a message which includes information about that particular subscriber or device; and, transmitting that message to the network monitoring system to automatically trigger the monitoring system to monitor communications involving that mobile communication device.

According to one method, a copy of a tunneled IP packet traversing an IP communications network is generated. The packet may include a payload having tunneled protocol address information. The tunneled protocol address information and the payload portion of the copied IP packet is read. The packet is distributed, using the tunneled protocol address information, to a function for providing at least one of packet classification and network monitoring service for the packet.
