An upper member is superposed the lower member and provides coverage thereof. An anchor assembly including opposing block members and a rod member intermediate thereto is provided to receive a safety element coupled to a human. An anchoring assembly is operably coupled to the second side of the base member and is comprised of bolt members and a bar member. The anchoring assembly is configured to be secured to a roof support element underneath the roof of a building.
