The method further includes generating the mitigation options to address anticipated impacts and generating a hierarchical scenario structure of multiple assumption variants. The method further includes generating probability coefficients for each of the assumption variants, where the probability coefficients each specify an estimated likelihood of occurrence of each of the assumption variants.
