The targeting cuts can be personalized to the advertiser and the product specifications. The operations additionally can include generating an optimized ad group plan including one or more groups of the targeting cuts and, for each of the one or more groups of the targeting cuts, a respective recommended maximum bid, a respective expected amount of winning impressions, and a respective budget allocation. The operations further can include outputting the optimized ad group plan for the campaign.
