The method and apparatus receive supplemental information associated with segments of a frame of an original video divided into a plurality of areas, estimate a motion vector between first and second frame segments by using the supplemental information, and interpolate a third frame segment between the first and second frame segments based on one of the first and second frame segments and the estimated motion vector.
